The contrast is the center of the song: fire and covenant above, gold and mixture below. Moses doesn't excuse the sin, but he returns to YAHUAH in fasting and intercession for the people and for Aaron.

When I was gone up into the mount to receive the tables of stone
Even the tables of the covenant which YAHUAH made with you

The silence got loud
